Notion's existing verification feature is a meaningful alternative to custom development. A page owner can set a review period, and expiration triggers notification. Before building a separate registry, test whether this covers the actual policy lifecycle. Make applicability explicit
The refund policy may vary by product, contract, customer type, or effective date. Give those conditions structured fields where they matter. A document's last-edited timestamp does not establish when a policy became effective, and the newest page is not automatically the authoritative one.
Separate draft, approved, superseded, and archived states. Preserve the reason for replacement and the source that supersedes an older answer. A support agent dealing with a past transaction may need the historical policy, while a new employee needs the current one. Hiding every old page can remove useful evidence; mixing every old page into ordinary search can create mistakes.
Assign a content owner who can answer unresolved questions. When users repeatedly ask something the documentation does not establish, route that gap to the owner. Use a test collection with deliberately conflicting versions and several access levels. Ask common operational questions, including ones with no established answer. Score whether the response names its applicable source and whether a user can reach that source. Do not measure only how fluent the answer sounds.
AI makes the permission boundary more important
A custom answer layer should retrieve only documents the requesting user is allowed to use. Checking permission when the user later opens the source is too late if a summary already revealed its contents. Apply the same rule to citations, snippets, suggested follow-up questions, and cached answers.
Store source IDs, versions, and retrieval time with generated answers. Invalidate or re-evaluate answers when a source changes or access is revoked. Keep an escalation path for ambiguous policy rather than allowing the model to choose which department's draft is binding.
These are proposed engineering requirements, not claims that either vendor lacks permission-aware AI. Evaluate the selected product and plan against the same cases. A custom system inherits every connector, indexing, and authorization responsibility that the vendor previously operated.
Keep the editor and build the missing registry
A sensible first custom version contains approved-source records, owners, scopes, effective dates, review status, and links to the source passages. It can add a question queue and a permission-aware retrieval layer. Retain document editing, file storage, identity, and the existing internal communication channels.
Require a complete exit rehearsal. Notion documents that a workspace export cannot simply be reuploaded to recreate the workspace, and relation exports require reconstruction. Price editor seats, guests, governance features, administration, and migration. For a custom layer, include content cleanup, connector maintenance, indexing, model usage where applicable, permission tests, and incident response. None of these options eliminates the human work of deciding which instruction is correct.
Choose Notion when connected documents and its existing ownership/verification workflow fit the team. Choose Confluence when its spaces, permissions, and collaboration model fit the organization. Build a narrow cross-system registry when authority and applicability are the missing capabilities. The outcome to buy is a dependable answer with an accountable owner, not merely a new search box.
